The New York State Public Service Commission announced approval of a $13 million settlement agreement with Charter Communications on Thursday.

The settlement stems from the cable company failing to build-out its network as required in last year’s approval of Charter’s acquisition of Time Warner Cable.

The Commission says Charter expanded to less than half of the under-served homes and businesses required this year.

As part of the settlement, a website has been developed to show which addresses are part of the expansion.
