After Monday’s FBI raid at Morgan Communities in Pittsford, News 8 obtained the 90-page search warrant that outlines what investigators may have been looking for.
According to the paperwork, an investigation has revealed that Kevin Morgan, Vice President of Development, Todd Morgan, Project Manager, Frank Giacobbe, Patrick Ogiony and others, conspired to provide false information to financial institutions in order to get larger loans.
The documents also state that there is probable cause to believe that Giacobbe, Kevin Morgan, Todd Morgan and Ogiony committed wire fraud and bank fraud.
FBI agents state rent rolls, documents used to determine the value of an income property, were falsified.
They say higher rent amounts than what were actually being charged were reported, along with higher occupancy numbers at properties than what was actually true.
In one specific instance, the paperwork states Kevin and Todd went as far as to make unoccupied units look occupied during inspections in January of 2015.
It says they did this by turning on radios, placing mats and shoes outside doors and arranging for an apartment to be staged during an inspection.
Not named in the affidavit: the head of the company, Bob Morgan.
