Humane Society: Child, 15 pets lived in ‘unsanitary’ conditions

The Ontario County Humane Society says a child, 13 cats, and two dogs were living in “unsanitary and uninhabitable” conditions at a home in Phelps.

Renee Mobley, 33, of Banta Street in Phelps, is charged with 15 counts of animal cruelty, endangering the welfare of a child, and second-degree criminal contempt.

Investigators say the interior of the home was filled with animal feces, urine, garbage, and raw sewage. 

The house has been deemed uninhabitable by the Village of Phelps Code Enforcement. 

The animals were seized by the Humane Society. Their conditions are still being evaluated.

Mobley will appear in Phelps Town Court at a later date.
