Draven Starr-Howell jumped into Lake Ontario to rescue the women after they were pulled under by a current. He was overcome by the water and later died at the hospital.

“On July 2, Draven saw three people struggling and without hesitation or thought for his own safety because he wanted to help,” Sen. Pam Helming said. “On that day Draven demonstrated his remarkable character and compassion for others. With this award we honor his bravery and his sacrifice.”

Starr-Howell received the liberty medal for his heroism — the highest medal bestowed upon someone by the state senate.
