The lawsuit claims 33.7 percent of Rochester City School District teachers were rated developing or ineffective, while 2.9 percent of Monroe County's suburban teachers were rated badly.
Teachers who get poor ratings could be subject to termination. RTA President Adam Urbanski said the appeals process did not yield ratings changes for most teachers. Urbanski said urban and rural teachers union leaders told him of similar disparities in ratings among teachers in high-needs districts and affluent districts.
About 90 percent of RCSD students live in poverty.
