OTB says the developer involved with the proposed casino project in Monroe County has violated state law.

OTB has filed a complaint against developer David Flaum and the Seneca Nation of Indians. The corporation claims Flaum took a job on the condition that the employer pay a fee to the Seneca Nation. The alleged move is a violation of the New York State Lobbying Act. Late last year, the Senecas announced a plan to construct a casino in the town of Henrietta. The announcement has drawn much controversy.

The Joint Commission on Public Ethics will now look into the complaint.
