He said that while Governor Cuomo promised big things for upstate development in his State of the State Address, those priorities did not carry through to his initial budget proposal. Now he is hopeful upstate will not be forgotten in the ongoing budget negotiation process.
"It's really concerning to me that when it really comes down to crunch time, we see things like increased aid to New York City charter schools at the expense of public education downstate," he said.
O'Brien also said the budget as proposed lacks aid for local towns and money for road improvement and maintenance.
