Hazing near the College at Brockport leads to 9 arrests

BROCKPORT, N.Y. (WROC-TV) - Nine people including six students are facing charges following a hazing investigation near the College at Brockport.

Police want to make it clear that this organization called the Delts is not a fraternity recognized by the college.

Brockport Police Lt. Mark Cuzzupoli says two of the men tortured a rat.

“It was used in our opinion to put fear into these young people that were pledging the unrecognized fraternity, as an example of what would happen if someone were to come forward,” Lt. Cuzzupoli says.

Police say two victims who came forward are students that were pledging for the Delts.

University Police Chief Dan Vasile says there are other members of this organization still occupying the house on Monroe Ave, and code enforcement is involved in the investigation.

Police believe there are other victims.

Chief Vasile says allegations like this are made every semester, but the problem is finding a victim to go through with the process. He says they are trying to stay proactive by interviewing more people, monitoring the area, and educating the students and parents.

"We're not waiting until we have a student death," Chief Vasile says. "We are being proactive, we are not going to tolerate this on our campus or surrounding our campus.".

The following individuals are being charged in connection with the hazing investigation:

  • Andrew William Peterson – two counts of penal law-hazing in first degree, two counts of criminal nuisance in the second degree, assault in the third degree with intent to cause physical injury, unlawfully dealing with a child in the first degree (alcohol)
  • Tyler Francis Ryan – charged with penal law-hazing in the first degree, criminal nuisance in the second degree
  • Nickolas Antonio Buffa – charged with agriculture and markets law-torture/injure/not feed animal, penal law-hazing in the first degree
  • Jacob Benjamen Manolt – charged with penal law-hazing in the first degree, criminal nuisance in the second degree
  • Jacob William Parker – charged penal law-hazing in the first degree, criminal nuisance in the second degree, unlawfully dealing with a child in the first degree (alcohol).
  • Mussey Tesfai Tella – charged with two counts of penal law-hazing in the first degree, two counts of criminal nuisance in the second degree, assault in the third degree with intent to cause physical injury
  • Leo Woon Keul Chai – charged with agriculture and markets law-torture/injure/not feed animal, penal law-hazing in the first degree, criminal nuisance in the second degree, assault in the third degree with intent to cause physical injury
  • Connor Brett Reed – charged wit penal law-criminal possession of a controlled substance in the seventh degree, hazing in the first degree, criminal nuisance in the second degree
  • Brian Christopher Halpin – charged with penal law-hazing in the first degree, criminal nuisance in the second degree

Eight of the nine individuals will be arraigned at the Brockport Village Court on Friday at 2 p.m
