Former Webster teacher sentenced for secretly recording girls in bathroom

ROCHESTER, N.Y. (WROC-TV) - A former Webster elementary school teacher was sentenced Wednesday after he secretly recorded two female students in a school bathroom.

In March, Terrance Hoctor recorded two female students on his cell phone as they changed clothes in a school bathroom. The victims were ages 9 and 10.

He pleaded guilty to one count of unlawful surveillance in the second-degree in October. He was originally charged with felony unlawful surveillance and child endangerment.

As part of the plea deal, Hoctor was sentenced to six months of shock incarceration in Monroe County Jail and and five years of probation. Hoctor was also ordered to not have any contact with the victims for five years. He will also have to register as a Level 1 sex offender.

octor was visibly emotional as he spoke in front of the judge Wednesday. 

"I just wanted to express how sorry I am to the victims," said Hoctor. "I can't express how terrible I feel for what they've had to go through, and the community and what I put them through. I can't begin to apologize."

Hoctor's attorney did attempt to fight against the request to have Hoctor register as a sex offender, saying this was a one time thing, and that he shouldn't be unduly punished for a five-minute lapse in judgment.

"It would be unduly harsh," said defense attorney Steve Sercu. "It will already be hard enough for him to find employment without having a SORA (Sex Offender Registration Act) registration and all the accoutrements that go along with it."

Prosecutors argued that those five minutes showed a level of premeditation, undeserving of leniency. 

"The public deserves to know that he is out there, that he is acting in this manner," said Assistant District Attorney Michael Roberson. "He deserves to be registered. He is specifically targeting 9- and 10-year-old girls in this case."

Hoctor had been a fourth grade teacher at State Road Elementary since 2006. He has already turned in his teaching license.
