Governor Cuomo signed the New York State budget this morning in Albany.  This comes after the state legislature passed the $140 billion dollar spending plan last night.  It's the fourth consecutive year that the budget was approved on time.  The main focuses of this year's budget include property tax relief for homeowners, cutting business taxes, and funds reserved for education.  Within the plan is a $33 million dollar investment for a new high tech park in Batavia.

Critics of the budget say that the plan does not do enough to relieve mandates on local municipalities.
